Responsibilities
The Head of Planning and Delivery is critical to the success of Strategic Planning and Stress Testing. The role will be responsible for planning the delivery and execution of regulatory and internal stress tests for the Asia Pacific region, including the Bank of England Annual Cyclical Scenario Stress Test, Industry Wide Stress Test, Internal Stress Test and climate-related scenario analysis. The role will ensure a consistent approach to execution and governance of all exercises, ensuring efficient utilisation of resources across teams. The role holder will have ownership of the Project Management Office that supports the governance processes and status reporting for the exercises above.The Head of Planning and Delivery is a Subject Matter Expert in enterprise-wide stress test processes and a problem solver who understands and collaboratively decides process requirements. The role holder will engage with stakeholders across the bank effectively, ensuring that all stress test exercises are run smoothly, and relevant stakeholders are appropriately engaged.
- This regional role would sit within the Strategic Planning and Stress Testing (SPST) team within the Asia Pacific Finance function.
- The role will lead the delivery of stress test exercises in the Asia Pacific region and support other SPST activities when required.
- Drive the planning of resources, process flow and timelines together with other relevant stakeholders in the bank to ensure smooth delivery of the activities that meet regulators’ expectations and compliance with internal guidelines
- Drive the stress test process streamlining and standardization, eliminating complexity and duplication of effort, and stay informed of all regulatory and industry development related to stress test
- Run processes in an auditable and transparent manner, explain processes to Internal Audit and regulators, and address identified issues.
- Engagement with Group, regional and country functions and coordination of regional instructions for core processes. Coordinate any regulatory engagement as it relates to stress test
- Effectively and collaboratively identify, mitigate and resolve and prepare Basis of Prep document for the stress test exercises performed (e.g. assumptions, model, data)
- Support the preparation of insightful reports to Risk, Business, senior management, regulators, and other relevant stakeholders
- Responsible for Scenario Analysis and Delivery team workforce planning to ensure that available resources are optimally utilised to drive effective and efficient outcomes
- Contribute to further development of capabilities in the countries to drive local stress test activities that meet regulators’ expectations and are aligned with Group’s standard
- Establish strong, effective, and collaborative working relationships within the SPST team and with other stakeholders across Finance, Risk and Business. Run regular engagement meetings and working groups across the region
- The role requires strong stakeholder management abilities to be able to operate effectively alongside the senior stakeholders in Finance and in the Group.
Requirements
- Proven leadership and relationship management skills in dealing with all levels, with the confidence to interact with senior management and make measured decisions which may have far-reaching implications

- Sound judgment, decision making and problem-solving abilities

- Excellent communication (written & verbal), planning and organisation skills
- An inquisitive mind who is not afraid to challenge the status quo and continuously look at ways to improve processes
- Ability to highlight problems but, more importantly, offer innovative and practical solutions and drive through their execution in a collective environment and promptly
- Sound understanding of the Group’s strategy, commercially minded and customer focused
- Proven experience in managing large-scale projects and co-ordination of many dependencies and multiple demanding stakeholders in a complex, large-scale organization
- Experience in people management is highly desirable
Average Salary: HK$50,000
