Job Description

Bechtel seeks a Design Delivery Manager to join the Riverside, California team. This team oversees the design and construction of many projects on the state highway system under Caltrans’ oversight and following Caltrans’ standards and procedures. In addition, the team oversees the design and construction of commuter rail expansion projects on various freight and commuter rail lines in Riverside County. In the Design Delivery Manager role, you will have an opportunity to work alongside a dynamic team of industry professionals across the globe to support the Team.

Work includes supervising all activities relating to one or several concurrent planning, design, or construction contracts, as assigned by management. The specific responsibilities of the Design Delivery Manager include, but are not limited to, the following:

Responsibilities

  • Serve as the primary contact between the client (RCTC) and the planning, environmental, and design consultants, proactively engaging and leading the consultants to complete and close out contracts and assist the project team in successfully delivering the environmental clearance and design through the construction of the projects.
  • Manage the Bechtel team assigned as project coordinators to the client’s Project Managers for the various planning, environmental, and design capital projects.
  • Manage Highway, Rail, or Trail projects in:
  • Planning Phase
  • Project Approval and Environmental Document (PA&ED) Phase
  • Plans, Specifications, and Estimates (PS&E) Phase
  • Design support during construction
  • Environmental compliance during construction
  •  Manage projects and seek approvals from the following agencies:
  • Burlington Northern Santa Fe (BNSF)
  • Southern California Regional Rail Authority (SCRRA)
  • Union Pacific Railroad (UPRR)
  • California Department of Transportation (Caltrans) District 8
  • County of Riverside
  • March Joint Powers Authority
  • United States Army Corp of Engineers
  • California Department of Fish and Wildlife
  • Cities of Riverside, Moreno Valley, Perris, Corona, and Eastvale
  • Monitor planning, environmental, and design progress to ensure actual progress meets planned and critical milestones. Guide consultants to adjust activity logic and durations on an as-needed basis to meet the schedule.
  • Anticipate any regulatory agency, local government, state, and federal government reviews.
  • Resolve design clarifications and site conditions to facilitate project progress. This task requires interactions with design consultants and oversight agencies, e.g., Caltrans, SCRRA, and BNSF.
  • Chair weekly / bi-weekly progress meetings and other meetings as needed. Generate meeting minutes. Follow up on action-pending items.
  • Update and maintain the myProject tracking database and report on project status at bi-weekly client meetings.
  • Evaluate consultant schedules (contract baseline, updates,
  • and revisions, 4-week rolling schedules, etc.) and contract-time-extension requests, including obtaining and considering input from oversight agencies.
  • Enforce compliance with the consultant’s safety program to achieve zero accidents.
  • Enforce compliance with the consultant’s program management and quality plan.
  • Perform periodic audits of the consultants to ensure they correctly monitor the project work and enforce compliance with all applicable contract requirements and their quality assurance program.
  • Review and promptly comment on consultants’ technical submittals to comply with contract requirements. This requires interactions with design consultants and other agencies. If necessary, participate in the actual review.
  • Coordinate and resolve interfaces between different contract disciplines (e.g., structural, architectural, mechanical, electrical, telecom, environmental, etc.)
  • Supervise Project Coordinators assigned to the contract, ensure compliance with reporting requirements, and prepare their annual performance review.
  • Coordinate and resolve interfaces with other RCTC departments. Review design changes, issue design changes to the consultant/contractor, obtain price quotes, and assist in negotiating prices, document negotiations, and contract time extensions. Review consultant’s change requests tacit approvals, prepare amendments per Agency requirements, obtain client Project Manager’s approvals, etc.
  • Develop total project cost estimates along with the project’s Project Controls teams and track changes to advise the client Project Manager.
  • Ensure the Project Coordinators are overseeing the consultants’ monthly progress payment application.
  • Monitor the project budget and funding and ensure early notification to the client if the costs are trending higher than the funding.
  • Ensure the consultant’s compliance with contract administrative procedures as specified in the contract documents or quality management systems (QMS).
  • In coordination with RCTC Procurement, assist in developing construction contract bid documents, provide support throughout the construction procurement process and review contractor bids for conformance with the procurement documents. Participate in pre-bid meetings, site visits, and bid evaluations as assigned. Participate in kick-off meetings for the assigned contracts. Participate in preparing the fiscal year work plan (projected annual consultants’ expenditure). Coordinate with the local utility companies and other departments to assist consultants in obtaining work permits.
  • Review the development of and monitor Environmental Compliance Records. Review and assists in the applications for and compliance with building permits and stormwater control requirements.
  • Review consultant’s Illness and Injury Prevention plans as RCTC and/or Caltrans’ requirements. Monitor work for compliance.
  • Identify and champion training for team members.
  • Perform discussions with team members for professional development and performance issues.
  • Project coordinators ensure that progress payments are segregated by funding source and provide status reports to the client’s planning and programming teams. This may include modification of the Consultant’s progress payment and segregating the costs by funding source.
  • Ensure the Project Coordinators are tracking the project funding and are aware of the requirements of each source.
  • Provide monthly updates on the funding used for the project and assist in the necessary reporting to the State or Federal Agencies.
  • During project design and development, provide constructability review and value engineering of the design before completion.
  • Ensure the Project Coordinators are developing the scope of work and Request for Proposal (RFP) for the Construction Management (CM) consultant early to support the CM’s constructability review before the 100% design package issuance.
  • In coordination with RCTC Procurement, develop the necessary RFPs for various consultants. Review and rank the proposals, participate in the interviews with the consultants, and review the consultant cost proposal for accuracy and completeness.

Requirements

  • University Degree in Civil Engineering with a minimum of fifteen years of transportation experience
  • A minimum of 15 years of hands-on experience in the Planning, PA&ED, and PS&E phases of projects under the authority of the California Department of Transportation (Caltrans).
  • A minimum of five (5) years of hands-on experience in managing commuter rail station design/construction under the authority of the Federal Transportation Agency (FTA) and Southern California Regional Rail Authority (SCRRA)
  • A minimum of fifteen (15) years of experience in projects under the review authority of the Caltrans, Cities of Riverside, Corona, Perris, Moreno Valley, or March Joint Powers Authority is desired.
  • Working experience and detailed knowledge of all studies required to obtain the California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA)
  • Working experience and detailed knowledge of all necessary environmental permits required for project construction, including 401, 404, and 1601.
  • Experience in working with Caltrans District 8 and Caltrans District 8 Local Assistance.
  • Work experience and knowledge of working with Riverside County Regional Conservation Authority.
  • Hands-on planning and design management experience covering 5 key aspects: contracts, quality, scheduling, cost, and safety.
  • Licensed Civil Engineer in the state of California, preferred but not required.
  • A minimum of fifteen (15) years of experience in working within Riverside County, California on the highway, rail, and/or trail projects desired.
  • Proof of Vaccination will be required to access the client’s office.
