Job Description
WTG Package Manager required for a Leading Offshore Wind Developer in Edinburgh, Scotland. Suitable candidates will have a proven track record in the successful development and execution of WTG projects.
The WTG Package Manager will lead the Wind Turbine Generator Package for the offshore floating projects, manage the engineering, lead a procurement process, and take the package from development through Financial Close to the construction phase.
This hybrid role requires candidates to come 1-2 times weekly to the office and be eligible to work in the EU.
Responsibilities
- Leadership and supervision of the commissioning activities during the preparation and execution of the project.
- Together with the Project Planner, build self-understandable commissioning planning and progress report, but interfaced with the Overall project planning to identify the critical path.
- With the Project Controller, define the baseline budget after handover from the Sales team and define a cost reduction road map to preserve the overall project margin.
- Together with the project Director and Contract Manager, Identify and Manage Risks and Opportunities related to the commissioning scope and contribute to managing the Common risks and opportunities.
- Together with the project Quality leader and fulfillment, ensure the Project Quality plan and requirements matches the overall Contract needs and that the commissioning test plan is well integrated into the overall customer test plan. The CPM is responsible for ensuring acceptance by Customers of its scope and shall define the appropriate intermediate inspections to do so.
- Together with the technical project manager, ensure the scope follows the technical requirements and manage the engineering changes following Project Procedures (derogation, Engineering changes..).
- Together with the Transport and Installation Package Managers, ensure the OTD and preparation of the I&C phases following all instructions and requirements.
- More generally, ensure that the commissioning scope is delivered and integrated into the overall project plan, to the satisfaction of the Project Director, according to Project Governance, Goals, and Strategies.
- Together with the Commissioning Manager, allocate technicians for all aspects of the Commissioning activities; also ensure the development of the O&M activities.
- Plan and lead all technical resource activities related to turbine Pre-Commissioning, warranty, parts, and tool management with a particular focus on the planning commitments.
- Planned and led all technical resource activities related to turbine preservation of the system located in the Tower and Nacelle to ensure the operation of all systems during the storage.
- After the turbine is erected on site, plan and lead all technical resource activities related to the turbine’s mechanical and electrical completion to ensure that the WTG is fully terminated for the commissioning stage.
- Planned and led all technical resource activities related to the turbine commissioning, warranty, parts, and tool management, focusing on the planning commitments.
- Provide support during the assembly and the quality check for the components in the assembly plants.
- Setting the wind farm’s communication systems, hardware, and software in collaboration with the IT and engineering departments.
- Ensure flawless execution and seamless transition from Commissioning to O&M.
- Anticipate and direct timely and effective responses to problems, ensuring that company policies and procedures conduct overall installation and operations, comply with all applicable regulations and fulfill quality, schedule, and budgetary requirements while maintaining state-of-the-art customer satisfaction.
- Keep a cost control for the above activities, driving continuous improvement in field operations, reducing cost, and increasing the value proposition.
- Gathering the information necessary from the field to anticipate and respond to on-site problems, reporting and analyzing with the departments in the Headquarters (Engineering, Installation & commissioning, O&M, Project Management, Quality..).
- Ensure that technical deviations are reported with a corresponding non-conformance report (NCR).
- Provide regular reports on commissioning status. Minimize variations of the program and manage the variation process.
- Reporting for the cost control system, assuring the requested data input for posterior analysis.
- Fulfillment of Contractual deadlines. Guarantee wind turbine delivery according to planning and budget.
- Elaborate customer reports for de events related to the Commissioning activities.
- Revise the procedures for commissioning.
- Inform all site personnel of any site hazards brought about directly from commissioning actions, together with associated precautions.
- Ensure commissioning tasks are performed safely and promptly by the contract, budget, and time schedule. Providing guidance and support to the technical team for any trouble or event which could hinder the continuation of the works or safe operation on site.
- Proposal of process improvements to get the highest level of Security and/or cost reduction. Special attention to guarantee the fulfillment of EHS.
- To implement and enforce within its area of EHS management policy.
- Guarantee the fulfillment of EHS rules on site.
- Encourage the involvement and participation of members in their area of responsibility in making suggestions for improvements to avoid accidents.
- Comply with EHS policy.
- Participate in the deployment and compliance with legal requirements and internal EHS.
- Identify risks affecting their area or field of work and define/propose means of prevention and adequate protection to prevent them.
- Active participation in developing courses and proposals for improvement to avoid incidents and accidents.
- Educate and train in work procedures/instructions concerning their safe for their duties.
- Carry out work according to the rules and procedures, avoiding any acts or omissions at work that might pose a danger or risk to its integrity or the people around them.
- Wear the personal protective equipment required for individuals and groups performing the work safely, checking that they are in perfect condition and ensuring the proper condition of the goods.
- Take care of work equipment: machines, tools, facilities, … they handle, ensuring the proper state, keeping in order and cleanliness their workplace.
- Cooperate in combating any emergency that arises.
- Immediately report failures, deficiencies, or any situation detected that might pose a risk to people and anything involving some uncontrolled risk.
- Report any accident or incident that is detected, helping as needed in the subsequent investigation of it.
- Assume the fundamental principle that should do the work in the safest way for which it is necessary and prioritize setting the tone of this behavior.
Requirement
- Bachelor’s Degree in Electrical/Electronic Engineering from an accredited College or University or equivalent experience/knowledge.
- Minimum 5 years of Engineering experience or another related field, including a minimum of 3 years of experience in power electrical systems.
