Basic Eligibility For A Position With The NRO

Where You Will Work

This position directly supports the Aerospace Data Facility Colorado (ADF-C), Office of Strategic Communications (OSC) Chief managing three programs – 1. Internal Engagement/Strategic Communications 2. Public Engagement/Public Affairs/Community Outreach 3. External Engagement/ADF-C Joint Visit Bureau. Position is a critical node to providing management and leadership continuity, government oversight, and focused support to ADF-C mission operations. Success in this position relies upon strong collaborative and integrated partnerships among customers in a joint Intelligence Community (IC) and Department of Defense (DoD) environment. Considerable knowledge regarding communication strategies, techniques, analytics, briefing and marketing skills, and coordination across NRO Directorates and other IC agencies.

The incumbent provides support to senior level leaders on all public affairs issues/matters, and strategic communications efforts to promote advocacy and awareness of the joint missions to members within the IC and DOD. In addition, the incumbent will oversee the site’s Joint Visit Bureau requiring knowledge of protocol customs and courtesies for Distinguished Visitors. Incumbent will oversee the day-to-day visitor process; have expertise in understanding and explaining mission operations through briefing materials, presentations and tours. The incumbent will work primarily with senior staff and coordinate across various other corporate communications and public affairs staff in the IC, DOD, NRO, other State, Federal, Aerospace and Defense Industry partners, the media and local business community representatives.

ADF-C is a tenant of Buckley Space Force Base, a complex multi-mission, joint military service installation that is host to over 90 tenants, 13,000 employees and serves over 92,000 active duty, National Guard, Reserves and retired personnel throughout the City of Aurora and Denver metropolitan region. OSC provides advisory support to site leadership for all internal messaging to a joint-agency workforce and helps to lead customer engagement and community outreach for the ADF-C.

What You Will Be Doing

As the Deputy Chief, Office of Strategic Communications you will be responsible for the following duties:

  • Produces and manages content across all NRO platforms including but not limited to internal websites, emails, external websites, social media, brochures and more.
  • Provides substantive advice and guidance to directorate or office managers and employees via a range of communications services – articles for newsletters, marketing for events, communications plans or strategies, and community relations outreach.
  • Provides substantive advice and guidance to directorate or office managers and employees regarding military and government protocol – customs and courtesies, government precedence (rank/position), agenda development, briefings, tours, logistic and security expertise.
  • Works with graphic designers to draft, edit and design original and unique information products (e.g., brochures, pamphlets, posters)
  • Develops new and effective/efficient methods, tools and systems for the communications program.
  • Performs other duties as assigned.

What You Need

 

  • Knowledge of the concepts, principles, policies, and practices of public relations/public affairs function in government and identify/understand how internal and external issues affect the organization.
  • Knowledge of the concepts, principles, policies, and practices of the DoD Order of Precedence and Protocol
  • Knowledge of DoD and IC organizations, missions, relevant policies, and processes. Sound understanding of intelligence satellite systems and some experience with NRO missions, programs and management processes.
  • Demonstrate strong writing skills, to include researching, writing, editing, and proofreading for final dissemination.
  • Excellent communication skills, to include the ability to not only proofread, but also research, write articles and often rewrite or extensively edit articles submitted by others.
  • Excellent interpersonal and organizational skills. Ability to adapt to high pace and demanding work environment.
  • Defense Information School (DINFOS) Public Affairs Qualification training is desirable

Rotational Assignment

This position requires a three-year rotational assignment agreement with possible extensions of two-years. Approved extensions will be in one-year increments based on mission requirements. At the conclusion of the rotational assignment, the position’s occupant will be required to relocate to NRO Headquarters, Chantilly, VA or another acceptable assignment within the NRO.

  • Overtime Statement: MAY be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays
  • Travel Statement: MAY be required to travel in military or commercial aircraft to perform temporary duty assignments
  • Financial Disclosure: MAY be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually
  • Geographic Mobility Agreement: MAY be subject to directed reassignment as required to address mission effectiveness, and/or career development
  • Emergency Essential: Certain positions MAY be deemed emergency essential and incumbents must be willing to meet all position requirements

Salary

2024 salary range for the Denver, Colorado area:

GG-12: $96,684 – $125,685

GG-13: $114,970 – $149,465

  • This position is a Full Performance DCIPS position. The NRO is accepting applications from U.S. Citizens and current federal government employees for this position. To qualify for the position, federal government employees MUST currently be at the GG-12 or GG-13 level and may ONLY apply for a lateral reassignment at their current grade level and step.
