Summary

The City of Bend Transportation and Mobility Department is actively recruiting for one (1) full-time Public Works Technician I. This opportunity is represented by the City of Bend Employee Association (COBEA) and is FLSA non-exempt (overtime eligible).

Position Overview

This is the first step in the Public Works Technician class series involving a variety of Construction and Maintenance tasks that may be performed independently after gaining training/experience for the assigned task or as a member of a team or program. Public Works Technician 1 may perform a large variety of routine daily tasks, assisting in the repair, maintenance, and constructing elements of city streets for all modes of travel, including but not limited to tree trimming and removal, shrub and weed removal, cemetery grounds maintenance, ADA ramp and sidewalk construction and repair, asphalt roadway construction and repair, establishing work zone and traffic control, signing and striping, operating equipment for snow plowing / removal, and basic upkeep maintenance of equipment. The position may provide guidance and instruction to less experienced staff, such as public works laborer, seasonal or temporary staff.

Duties and Responsibilities

The individual in this position is expected to engage in the following work-related activities.

  • Operates and drives a variety of machinery, vehicles, and equipment, ranging from light to heavy, in order to complete a variety of activities and tasks, which may include: laying out and installing markings for crosswalks and parking spaces; plowing and removing snow; applying sand and/or de-icing chemicals to roadways; and/or, performing other related activities.
  • Performs a variety of grounds maintenance activities, which may include: removing weeds, dead trees, and trash from grounds; mowing, thatching, fertilizing, and aerating grass areas; monitoring irrigation system; trimming trees and shrubs; removing snow from sidewalks and streets; removing graffiti from public areas; assisting with the planting of landscape items; and/or, performing other related activities.
  • Performs preventative maintenance and minor repair activities to applicable vehicles and equipment utilized in day-to-day activities.
  • Must have the ability to establish and maintain effective working relationships with other employees and the public.
  • Prepares and maintains a variety of records and logs regarding daily activities including time, materials, and equipment utilized. Perform basic computer tasks to complete time card and assigned training.
  • Participates and assists in the Construction, repair and maintenance of city streets, which may include; removal and replacement of asphalt: resurfacing roads; sealing cracks in street surfaces; traffic control; and/or, performing other related activities related to streets and the right of way.
  • Performs traffic control during street maintenance and repair activities.
  • Installs a variety of traffic signage, striping and thermoplastic legends to enhance roadway safety.
  • Assist in the Construction, repair and replacement of ADA ramps and sidewalks.
  • Complies with safety requirements of the position and actively promotes safe work practices.
  • Work varying shifts and schedules depending on the program assignment and seasonal schedules.
  • Participation in the On-Call Program- responds to emergencies and or service calls outside scheduled work hours while on call. New hires will serve as a backup on-call apprentice and will be assigned a mentor until fully trained.
  • Occasionally assist with burials and pallbearer duties within the City cemetery with respectful public representation and compassion for grieving families.
  • Complies with safety requirements of the position and actively promotes safe work practices.
  • In an emergency event or an officially declared State of Emergency, responds as directed to ensure the restoration of essential public services, facilities and infrastructure.
  • Other related duties as assigned.

The individual in this position is expected to possess and exhibit the following knowledge, skills, and abilities.

  • Performing manual labor;
  • Maintaining a variety of equipment and trucks;
  • Operating and driving a variety of light to heavy equipment;
  • Completing paperwork and documentation;
  • Performing basic computer tasks to receive required training, check emails, and complete daily time cards;
  • Performing unskilled and semi-skilled maintenance and repair activities;
  • Operating small hand and power tools and other related equipment;
  • Understanding and carrying out written and oral instructions;
  • Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction
  • Applicable state and local vehicle ordinances;
  • Basic understanding of construction and maintenance practices;
  • Equipment, tools, and materials of the trade;
  • Occupational hazards and related safety precautions;
  • Variety of hand and power tools;
  • Safe work practices.

Ability Requirements

The following capabilities are required to perform the essential functions of this position.

  • Positions in this class typically require: climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, feeling, talking, hearing, seeing and repetitive motions.

Education, Experience, Certifications And/or Licenses

The following are the minimum qualifications for this position.

  • High School Diploma or General Equivalency Diploma (GED)
  • Current and valid Driver’s license per City policies outlined in the Employee Handbook.
  • Equivalent of one (1) year experience in heavy labor type work including maintenance, right of way and construction.

Within 18 Months Of Hire, Obtain The Following

 

  • Ability to obtain and maintain valid Oregon Class “A” Commercial Driver’s License with tanker endorsement, contingent on training class availability
  • CPR/AED and First Aid certification

Within 6 months of hire, obtain the following:

  • Oregon Department of Transportation (ODOT) Flagger certification

Required

Employees in good employment standing may advance to a Public Works Technician II following performance review with manager and successful completion and are current with all the following required certifications or classes:

  • Successfully reached step 3 in the pay scale of Public Works Technician I classification
  • Completed Road Scholar I certification
  • Have successfully completed the Heavy Equipment Apprenticeship program
  • Complete FEMA ICS 100 and 700
  • APWA Winter Operator Certification
  • Are current on all Target solutions assigned trainings
  • Have current certifications for:
    • forklift
    • ODOT Flagger
    • CPR / First Aid
